MOUNTAIN HOUSE, San Joaquin County — October 23, 2026. California58 Local reviewed a dated official City of Mountain House record. The information below distinguishes scheduled events and city estimates from final outcomes, current conditions and legal obligations.
Why does Mountain House need a Housing Element?
Mountain House incorporated in July 2024 and is preparing its first city Housing Element for California’s sixth housing cycle, covering 2023 through 2031. The Housing Element is a legally required part of a local general plan that identifies future housing needs, barriers to construction and potential sites that can accommodate residents across a range of incomes.
What was the comment period?
The city’s housing project portal states that a draft Housing Element was released for public review, with a written comment period beginning September 14 and ending October 15, 2026. Both dates are in the past as of October 23. People interested in next steps should not assume a still-open comment portal and should ask staff whether later hearings or additional drafts are planned.
Does identifying housing sites authorize construction?
No. An inventory showing parcels with theoretical housing capacity is not itself a zoning permit or construction contract. Individual projects may still require planning review, building permits, financing, utility connections and other approvals. The Housing Element must address the Regional Housing Needs Assessment for the San Joaquin Council of Governments region.
Where can residents find source documents?
The Housing Element page includes the public draft, information on planning goals, community outreach and the assigned planning contact. The city lists Contract Planner Jailah Smith at 209-831-5666. The California Department of Housing and Community Development is responsible for state certification review.
